Published just a few months before the COVID-19 pandemic laid our city’s streets bare, the adaptive strategies presented for high streets and town centres in this report are still as relevant as ever.

Underpinned by a belief in the public value of London’s high streets and town centres, the High Streets & Town Centres: Adaptive Strategies report proposes innovative, evidence-based strategies to support the diversity and longevity of our unique high streets in the face of significant challenges.

“As the case studies in this report show, when it comes to our high streets, London’s communities, businesses and local authorities have shown extraordinary levels of enterprise, motivation and commitment to delivering change.” – Sadiq Khan, Mayor of London, page 8

Commissioned as part of the Mayor of London’s Good Growth by Design programme, and led by Gort Scott, the collaborative report responds to ongoing threats to our high streets – including changes to retail and working patterns and technological advances, which have only been accelerated by the COVID-19 pandemic.

In addition to presenting ten case studies from across the capital, the report sets out a mission-oriented approach to high street regeneration, as described in the foreword by Professor Mariana Mazzucato, and a new framework for valuing high streets.
